New Section: Offtopic

Same as many other sites, there should be a offtopic section, where people can just post random (but interesting) things.

This would get more people to actively contribute to the forum, and spend more time on the forum.
However posts in this section would not count towards your post count.

Or do you think this section would not be a good thing for our forum, I would like your thoughts on this.
