I'm not taking the piss, but ask him how he masturbates/how often. If he has an unusual masturbation technique that doesn't mimic thrusting into a vagina, I.E simply directly stimulating the tip of the penis, it can be difficult to cum without that sensation. You become conditioned. Ditto if he's jerking off too much/watching too much porn.

TLDR: Tell him to do a couple of weeks no fap/sex and it should set him straight.
