In saying that 227 Broadway do have a Caucasian girl on their roster but not working today and their massage rates are $95 half hour or $125 hour. Or if you are willing to go just outside of the city to Alexandria their is a massage shop called Dreamgirls 130 and they usually have Caucasian girls (mainly European) on their roster (Check their website)

Your budget makes it hard. Caucasians are normally in the $160/half hr mark. Dan's post is spot on so you might need to give 227 a call and hope that girl is on that day.
