The city side of the Valley has a few places, and I haven't found one that doesn't encourage tipping - up to you whether you take them up on it!

Even places like Real Thai Massage (yes, I do like this place) will *almost* always let you go fully naked and you get a good massage with no pressure on any additional tipping.
