If you are in the City, the best shop IMHO is Massage at Central or MAC as we all call it. It is busy as batshit for a reason, because it is awesome. Book ahead to avoid disappointment.
Another good spot is Tokio Massage in Sussex Street. Easier to get a booking when MAC is booked out.

Sorry the a noob question, but what are the differences with a licensed and non-licensed shop?
The "licence" is to provide sexual services.
A non-licenced shop should be only providing non-sexual massage. Anything more and they risk prosecution, but that is pretty much unchecked, unless there a lot of public complaints.
KC is an anachronism, going back to the days before the emergence and popularity of cheap Asian shops. It surprises me that it has survived, but I guess it does have a niche in the market.
A few have mentioned Sussex Star as a top 5, I've walked past this place numerous times and not taken the plunge there, I personally rate MAC as the best, how does SS measure up to MAC?
It was pretty full on to the point they got council issues and since then had to keep a low profile, ceased advertising and stopped posting roster . MAC is in the same boat now !
