This is normal in Japan, they don't let foreigners have the same access to their women as they do. This is evident when you are in Tokyo, trying to find a Japanese hooker is impossible when you are a visitor to their country, especially if you are caucasian. You have to live there to get access to the best stuff, until then you have an endless supply of Chinese and Korean girls throwing themselves at you in the street, claiming to be Japanese but I mean really, who are they kidding?

Yes it is a lot more difficult as a Caucasian but quite a few shops advertise that they serve westerners, you just have to look.
It is usually a case of hiring a hotel and a girl separately but if you can be bothered heading to the red light district and avoiding the rip off merchants there are walk ins for westerners. Just stay away from the dim alleyways.

20 + years ago the discrimination was 'no foreigners.' But it was never that clear cut. The objection in those days was not so much from the girls but from their Japanese clients who didn't want to follow some diseased foreigner! The service providers often discriminated on the basis of whether you can speak the language. This was partly because coitus for sale is illegal in Japan whereas other services such as BJ Bars are not. "Health visitors" are generally not a problem, but again knowledge of the language and respect for local cultural values is important. I have had many memorable experiences in Japan but knowledge of the language and introductions by/with Japanese guys made a huge difference. Things have changed a lot since my first stay but the great attraction of Japan is that it is different
