Yup, it's the legalese in Japan. Anything that is made and "produced" in Japan is subject to the pixilation requirement - all comes back to the end of WW2. However, anything that is "produced" outside of Japan and then imported back in does not fall under this regulation and so it isn't pixilated. So you'll fine a lot of Japanese production houses will shoot locally and then "produce" the finished clip/movie somewhere else and then re-import it.
