Seems that despite the constant whinging in this forum about for example "....shit services, ridiculous prices and high risks...", it's still a successful enough business model for owners and staff, and that either there is a terrible 'massage addiction' epidemic happening, or more than enough people find service quality and prices still acceptable.
And the risk of getting caught in a bust in a random massage joint on a random day is negligible.
