Doesn't even need two separate devices. Can be done on laptop or a smartphone by using two different browsers. Of course that will show up as using the same ip address but only the admin can tell if thats the case.
How about we at least get the ball rolling by giving a warning for creating a recommendation in the after report but not giving a review of said recommendation. Surely that warrants something to be done and goes against the purpose of the after report section
