Well, "once in a BLUE MOON" refers to an event that will take place only at incredibly rare occasions. And this teddy bear was bought for a celebration.
Celebration and rare occasion ignites a thought that teddy brings luck so that we can be there for those rare occasions, i.e. is a lucky charm!
Which brings me to "CHARMY" as the name for the teddy bear
