Councils do not/can not "raid" shops. They can only force them to close through legal action.

You are not going to get "some council worker barging in". They can not do this.
The only people likely to interfere with your enjoyment are immigration officials looking for illegal girls. The worst that can happen to you is a cameo appearance in Border Security.
