My experience goes back quite a few years but I thought it was terrible. The BBS were filled with old ladies, the saunas are just as bad and you can't even pick. I know this is an old topic, but since I am originally from Taiwan, i should give some of my opinion.

90% of the adverts on the 'jkforum' mentioned above are fake af (much like our NSW backpage or cracker). In Taipei the best way to pick up for free is finding the Uni students who want to practice their English.
In Xindian there is a nice western style bar which does odd hours. Take exit 3 from the MRT at Dapingling station. Turn left and follow road to the traffic lights. At the lifts cross the road and turn right. The bar is about 300 mtrs up the road amongst the food shops and bike service shops. If you reach the HTC building, you have gone too far.
