Japan is a difficult place, with many "no foreigner" rules. This can include other Asians, but more generally it is for the inability to communicate, or for the lack of understanding of local customs and etiquette. Foreigners can be more confrontational in negotiations, than is acceptable in that nationality.
It can be a communication issue with some girls not confident enough to speak English with non Asian guys but the penis factor can't be ruled out. Non Asian men tend to have larger penises than Asian men and this may cause some Asian girls to be fearful of engaging in sex with non Asian customers.

The Asian v Western thing is a bit of a myth anyway as South East Asian guys (Malaysian, Indonesian, Thai etc) are often just as big or even bigger than Western guys.
