I am all for preventing the spread of the virus, but I do see the point of these outcall services.
In terms of legality, with the current state of the lockdown, it is definitely legal because having a WL over is no diff from having a GF over.
In terms of morality, it is very very risky to do this. It is even worse than going to a shop because there's no shopkeeper checking the customers for illness. Even without temp check, a snivelling coughing customer would raise red flags even before seeing a line-up. In an outcall scenario, the girl is in the domain of the punter, so he can be better prepared to hide any signs of illness.
Having said that, a punter who lives with family would really struggle to use an outcall. He'd have to go to an hotel and might fail when trying to get the room if he was sick. In other words, the most likely clientele would be single punters living alone.

I don’t think outcall is legally safe.
A friend copped a fine of $1000 for carrying a passenger in his car ! When he was stopped by the police, the cop asked who the other person was, he said a friend, then both were issued the infringement notice for violating social distancing law. You need to be 2 meters apart unless you’re family members. Apparently they’re not sitting 2 meters apart in the car !

I believe taxis/Uber can carry passengers in the back seat. It would effectively be just one passenger at a time if the 2 metre rule is applied.
