A brothel or massage parlour would be a good avenue to launder money.
Claim the cash were the proceeds of the sex business, inflate the number of customers per day, and voilŕ!! dirty cash turned into clean, and who's going to check the numbers of customers walking in and out?
Tax office does not care, as long as they can tax that transformed cash.
Not saying it happens everywhere, you'd be naive to think it has not happened,

Strangly, good fortune and 197 Clerance St are one of those quite low profile shops, which doesn't do much advertising and doesn't post their roosters, rarely any reviews etc. Same with Wynyard massage which got busted and closed down last year.

There's heaps more obviouse targets out there, why are thoese shop operating safely? How do police select their targets

Someone high up in the council probably got busted by his wife visitng RnT and said it was part of his investigation. Since he talked the talk he had to send some investigators to go out and walk the walk.

Not police (at least in normal times).
Just private investigators from councils - they are just breaching Council Approvals

Of course in these Covid times, places have been busted by the police for breaching health orders, but that's very different.

Maybe because they refuse to pay protection money?

The gall of these investigators for reporting AND STILL going ahead with getting their dicks wet.

if the council is trying to crack down on them - they're sure af as doing a bad job. parlous are as common as mcdonalds. Seems more like they're just trying to project the image they're getting stuff done.
