A few years ago, I met someone from the gambling industry in a 2 months course. They have sophisticated algorithm to determine the odds and payouts. It's largely determined by the bets. The horse getting the most bets has the lowest payout. The company is more like a agent or broker taking commissions. Doesn't matter what outcome, they still earn money.

For an individual who is making a bet, he is betting against other gamblers. If he out smart the others, he may make a gain. It sounds very similar to stock market.
