I think the point is that the Cap one seems a little strange. Maybe the details will all come out and there is no problem, but it was plastered all over the paper (with no real details) but then...nothing?
If a complaint or two is made against a shop the constabulary are forced to act. Could be a competitor or disgruntled neighbour.
