As far as I can tell, they are different businesses. But you're right, some girls are shared between agencies. I once enquired about a girl that had the same photo from 2 separate agencies and the operator said that the girl was "shared". I didn't enquire any further about how it worked.
Also, some girls switch between shops. Quit from one and start on another one.

Don't be fooled by their name, they also operate out of private apartments just like any other agency. Only very few girls would be labelled outcall only. Any girl not labelled like that, you can see them in their own apartments.
