Yes. If you are a customer, you will be charged and $1000 bail. And maybe a ban on your passport for 5 years.
These places get busted alot not because of prostitution but because of human trafficking. And massage places, prostitute motels are usually big opperation hence more likely to get busted. Police wont care much about private or street hookers because it costs taxpayer more money to get involved in these cases and these cops do have a cut from pimps or they often engage with the hookers while off duty.
I have been living in Texas for nearly 6 months now and my best mate is a state police for 15 years so I get to know about everything from him.
