Why are nearly all massage shops on a main road? That is such a put off. Do they think they would get more business from the traffic exposure? I usually just Google massage and you can usually tell if it’s rnt by the reviews and photos. And of course I browse this website.
Busy road traffic is one thing, but I would not go to one that has busy foot traffic. Some have a back entrance, but most don’t. I would much rather get a massage from a more discreet location, and they would probably save on rent as well.

most commercial buildings are on main roads this is due to zoning by the councils, shops in general don't want to be in quiet areas because they don't get the traffic. This is the same for rnt businesses, while on this forum we know about word of mouth there are a lot of clients that try out places by seeing in them in a high exposure location.
If a massage shop is doing illegal RnTs in a quiet neighbourhood road and it catches on by the people living around there, there's a high likely chance they'll be reported and investigated.
The other alternative is in an industrial area, i've been to a few of those and driving in and out of those with a massive shop number sign which isn't discrete at all.

many have back doors, at least 30%. find out where the back doors are. a combination of the shops website and google streetview will reveal many. or ask them.
