Yes, it happens. Has happened to me several times (AR's floating around here somewhere), even in shops with more than 1 girl on duty. BUT I don't blame the girl, I blame the shop's owner/mamasan. It's not fair to the girl to expect her to do double duty: receptionist AND provider. And if she's the ONLY one in the shop, ALSO doing housekeeping...

No use complaining to the mamasan because I think she was the server, but another member's recent AR indicates things have improved.
I went back to see the girl, even with the unpleasantries (because I didn't blame her, but the mamsan), and had a great time. We even joked about it.

If you're going to break a rice bowl, give the name she gave you (new shop, who's to say ALL the staff have photos), and THEN your guess as to who she might be. But here, I've just got to trust jaquedm1307's ID over yours.

Reread your post and just to clarify

Guessed her name ... yet you're prepared to name someone you're not even sure it's actually them
Bit tall .... Star is one of the smallest at SP
Stay away from her & management will her out soon - you want these actions even when you're not sure of her identity

Of the numerous girls I've encountered at SP over the last 3 years you couldn't have 'guessed' anyone who is further from that kind of behaviour and attitude than Star.

Good luck with that. It's just evolution. Girls change. Shops change. Girls change shops. Methodology changes. But somehow, punting continues. It's business, money to be made. I barely recognize BKK these days, shops closed, girls gone, methodology changed. But still, I can enjoy myself, know where to go to find what I like, and my regulars still pick up my messages, arranging a meet. More tourists, sure, but also more foreign residents, and these days, not just young English teachers. I figure more income for the locals. And un-metered taxis, good riddance.

So I don't worry about tourists. I don't worry about OBFF's. I don't worry about residents. Because, if every one of these took a provider off the market, there would still be providers. Don't think I'd see many - it IS YOUR life after all. You're in control.
