Does Ginza J Ice work at an agency where you might actually have an opportunity to see her

Looks like you have to be VIP/big spender at Ginza Club to get any chance of booking with her. If just an unknown punter to Ginza then probably getting the chance to see her would be the same as winning the lotto.
