This thread reminds me of an incident back in the 1980's. You may remember that an Air India flight was blown up killing 350 people years before 9/11. India introduced strict pre-flight body searches; it was pre - scanner days, and rather thorough, almost intensive body searches were carried out by security staff. Despite PM Modi pouring a ton of money to address it in India, the message seems to be falling on deaf ears. At this point, it appears less about education and more about deeply ingrained cultural habits.
