In hot weather hair allows sweat to wick away from the skin and cool the surrounding area better through evaporation, the larger surface area that the sweat is spread over means faster cooling. So I would expect peoples from hot dry continents to be quite hairy, and not just in the pubic region.

Hair acts as a "lubricant" allowing skin to slide over skin easier than bare skin and thus avoid chaffing. Maybe this explains why we are left with hair under our arms and between our legs.

In cold weather hair provides insulation. So having pubes stops your most vital organ from freezing :)

I think also it depends on your age.
