Question about dual sims and international calls

Saw this Korean WL last night using a phone with a dual sim. I don't know much about phones, but why do some phones have dual sims? She told me one was her Korean sim card and the other was her Australian sim card. So I assume her Korean one is used to call people in Korea? Would it be cheaper to make international calls here from an international sim than a local sim?

I am no phone expert but I believe the cheapest way to make overseas call is to use a prepaid phone card:

Something like $10 and you can call Hongkong and talk 100 hours ?

Or VoIP, I think there are smartphone apps for this as well & you can also have an overseas DID (direct in dialing) so your overseas friends and rellies can
call you for the cost of a local call.

Then, I'm no expert either.
