While I agree on the importance of practicing safe sex, I think wearing a condom for a HJ is a bit overkill.

Secondly, there is NO law that requires an STD test every 3 months.
There are health and safety guidelines that recommend that, and at times the medical centers (department of health) offer it as a service by going to the brothels.
Mainly though, they go there to provide education on the matter and pass on the information that the tests are free and anonymous, to get the girls to come to the clinics to get tested.
Councils have nothing to with it.
