Ginza occasionally gets girls in that age range, but they're rare as hens teeth. Baby who worked there a while back was 18 and fresh as. I think Mayu on the roster currently is pretty young too.

YMMV at Ginza, definitely not a sure thing. If you're after rimming you may need to take a hit in the looks department and venture outside the city even. Places like Roseville Rose, Hornsby 142 and Willoughby 533 will have someone to fit the bill, but they havent been in the 18-21 range since Bruce Willis had hair.
