It is probably the norm, but a double should be maximum 2x regular rate. Girls doing less work and you are only using one room, so the shops cut should be less.

For me, yes, awkward. But there are some bros out there that are very experienced at doubles and can go a long way to making the WLs comfortable. There are some WLs that work well together also which would make a vanilla punter like me comfortable as well.

Therefore $20 is for girls not for shop. They might not happy with same price but might with $20.
