It's all a matter of interpretation, what exactly are "sexual services premises"? But consider:

AFIK, In existing legislation, any sole independent offering sexual services from their own residence is not not deemed to be operating a brothel and does need any relevant approval to do so.. So that residence might not be considered as a sexual services venue, even if services are being provided.

Also note in part 8, the exclusion rules do not include
(a) a person’s place of residence,

My post was facetious but the NSW regulation on this is slightly opaque. Compassionate grounds is open to interpretation by the police. Same with "My sister has 3 kids under 6, 1 box of tissues lasts 5 minutes so I am dropping around a care package because it is not possible for her to get to the shops." Now wpuld they follow you there, watch you leave the package at the doorstep and watch you leave again?
