Yeah, as much as people view Japan as being super technologically advanced, there are many parts that are still stuck in the 90/00s.
They still use fax machines and hard copies for important documents.
Even from their subsidiaries in other countries. There are Japanese companies that have offices here in Australia, and the Australian offices still have to send shit like photos and forms for physical company/security IDs via mail to the Japanese offices to create them.
For most technologies, they've had to be dragged kicking and screaming into the modern age.
Even with cash - with the huge uptick in tourists in the last decade, as well as younger generations doing everything online, Japan couldn't afford not to start implementing alternative pay methods. But it's still majorly cash based.

Have you ever tried to get the tourist tax refund there? I couldn't believe how archaic their system was. They literally had to print the invoice out in triplicate and fill out forms that looked like an exam paper. They had to do that for any purchase regardless now small or large the transaction was. I felt like they made it that way deliberately to discourage people from claiming it.

Yeah, that and the person who helps you will definitely not be able to speak any English or other foreign language. I did give up in the end because my friend and I had calculated how much we'd get back, and mine was only around $60 worth, so I just got frustrated and binned the receipts.

Trouble with a cash business is where do you keep the cash? Sure, a bank, but then you're probably paying taxes and filing tax returns. If not, your options can be limiting. Safe deposit box, but that too is paperwork to have an account. Under your mattress, but that might get a bit lumpy, and not all that secure. A boss, but that limits your movement. Now, loaning some to someone you trust... dispersing your assets can be a smart move. Risk to everything, but dispersing risk helps. And with undeclared cash, your options for LE are very limited... they do ask a lot of questions. 20 years ago, one BFL was telling how she'd lost 15k USD to a burglary break-in when no-one was there; couldn't report it to LE. Wasn't a sob story, just a matter of fact telling. Seemed to be one of many risks in the business, just one I hadn't considered.
For me, no reason to doubt either story.
