That's exactly how it works. Just go to any brothel website and go to their rates page. They will all say the same thing: that the girls working there are all independent service providers, and the role of the brothel is only to provide a safe location from which they can provide their service. "Safe" here has a strict meaning based on the sex work legislation. They need to make sure that PPE is readily available in the room (not whether it is used though), for example.
They make their money by charging the girls a room hire fee. Whatever the girl makes minus the room hire fee is hers to keep. It's definitely not the same as a normal employee relationship they have with the girls.

Hard to believe any shop would knowingly employee an underage girl given grief that could get from cops. Also with fake drivers license common that wouldn’t help

Massage shops are a bit different. Some might have the license to be and operate as a brothel (but advertise as a "massage" place only), some are not legally licensed to be a sex on premise location but still provide the service.

The latter might result in different arrangements with the girls because they are already not on the legal side of things. They don't have a license that they need to protect from losing, so why would they want to follow the rules? In those scenarios, they probably don't have a proper structure like room rates etc. It's really up to the owner to decide what they want to pay the girls in those cases, I think.

Exactly.

Good friends with a couple of owners and could not count the number of times I used one of the ladies real names in casual conversation only to draw a blank look.
Best Friend also worked at and then part managed a Massage Shop.

Yep this one was odd. Whilst they do not always know the real age they are usually pretty on point when it comes to the young looking ones.
Maybe she simply had a legit id with a fake birth date. I'll ask.

I asked one of the reg ML's there who I saw at another shop. She said the police raid at SGM was just about checking working rights/visas etc. Apparently they blocked the front and rear entry and checked every room so may have been looking for something else. She could have been a good liar or told to keep quiet by management but seemed completely unaware of the rumour about the other girl.
