I'm not sure Bunty4 you understand what a council inspection is nor what a sexual service is. Full service whether offered or not is irrelevant.
Either way, if council pursue a breach of their DA at 360 then Linda et al will able to weather any subsequent council action just fine as all shops do.
Better to pity the girls for which it can be a pretty intrusive experience being interviewed by a council officer. Especially when your English is limited and you have no idea what your rights are.
