That's exactly how it works. Just go to any brothel website and go to their rates page. They will all say the same thing: that the girls working there are all independent service providers, and the role of the brothel is only to provide a safe location from which they can provide their service. "Safe" here has a strict meaning based on the sex work legislation. They need to make sure that PPE is readily available in the room (not whether it is used though), for example.
They make their money by charging the girls a room hire fee. Whatever the girl makes minus the room hire fee is hers to keep. It's definitely not the same as a normal employee relationship they have with the girls.



Massage shops are a bit different. Some might have the license to be and operate as a brothel (but advertise as a "massage" place only), some are not legally licensed to be a sex on premise location but still provide the service.
The latter might result in different arrangements with the girls because they are already not on the legal side of things. They don't have a license that they need to protect from losing, so why would they want to follow the rules? In those scenarios, they probably don't have a proper structure like room rates etc. It's really up to the owner to decide what they want to pay the girls in those cases, I think.

I asked one of the reg ML's there who I saw at another shop. She said the police raid at SGM was just about checking working rights/visas etc. Apparently they blocked the front and rear entry and checked every room so may have been looking for something else. She could have been a good liar or told to keep quiet by management but seemed completely unaware of the rumour about the other girl.
