Maybe you should be thinking along a slightly different line...
Their premises are always rented, so are they long medium or short stay ?
Also who is renting them ? In many cases they are/could be flow on tenancies. A flow on is where the original tenants are no longer present or even in the country and as long as the rent is being paid the owner/agent has no idea or who is really occupying the premises. As long as the current occupants pay ...
So for the tenant to move on, they hand it on to someone else or just leave. The owner/agent might never know except for any issues around the bond.
