Seems that the staff here take advantage of there being no manager to supervise them.

The roster usually says when a girl finishes at 3pm, but when you call they tell you the girl has finished work for the day.

Or a girl who isn't on the roster is answering the phones, and her friend suddenly is "fully booked" for the rest of the day.
