In developed countries it's a niche market - people have to be creative in presenting sex as a business. If they want more money then they have to provide extras otherwise people won't pay premium prices for standard or substandard service.
Even in ancient Rome, India or China, a brothel is only available to rich merchants or nobles and they'd be served the whole night rather than the hour. Clocks weren't invented so no one could tell time when the sun is down.
