Look for any massage shop not located in SM or Ayala malls. Any shop adjacent to your 3,4,5 star hotel is a good starting point.
I've never used an outcall "service" in Cebu. They might exist but problem is there are competing with all the online freelancers.
Setup a holiday tinder and holiday pinalove account and you can source your outcalls like that.
Watch out for them ladyboys
