Whilst once again, I don't know what happened, the lack of instant action is not difficult at all to rationalize.
The girl may not have come forward at the time unsure of what to do
She may have been scared & intimidated.
She may have spoken to other girls later for support & advice as to what to do
It may have taken additional girls to come forward with similar experiences to gain momentum
The complaint when it was made would need to be investigated properly as you can't accuse somebody without good cause, evidence, reasoning etc
All this can take time.
It's the same in any investigation, unless there is an on the spot complaint, clear evidence and witnesses etc which would require the police , one does not always see immediate action.
It can and often does take time for additional information and happenings to filter through, gain credence and momentum and to be properly considered and appropriate action taken
