Well... it might be allowed on a public street, but... I'm sure the lookie-lous enjoy, but I'd say maybe not so many punters. Especially given how so many ask "Does the shop have a backdoor?" or comment "The entrance is very public" or worry about what happens to shop security film on this forum. And it's the clueless lookie-lous that "spill the beans"... what plays OK around the watercooler doesn't go so well in the boardroom.
Might be a business opportunity: position a camera with the public view of the Ginza entrance, or any of the other popular shops. Real time view. Might be able to sell "pixilated" faces to those who might not want their presence known.
If I was a "swabby" on shore leave, I don't think I'd want to appear on someone's Youtube video disobeying, or perhaps skirting, orders on fraternization. Hell, even for a civilian, what's the harm on appearing on the kiss-cam at a concert? Duh.
