Setting up the place shouldn't be too difficult, just rent a 3 bedroom apartment and advertise the service on forum like this one...it will be constantly fully booked
Of course in this scenario, it would not be a regular shop, therefore must be particularly careful to have only trusted customers
Opening a legal shop would have much more hassles, bureaucracy....and taxes
