Japanese method of preventing spread of STI = xenophobia. Their reasoning is, all Japanese men start out with no STIs. As long as you do not allow non-Japanese to be serviced, that guarantees no STIs.
They probably forgot about the fact that Japanese men can go punting overseas and bring something back...
