In the Toowong shopping centre car park today there was a very sweet 20 yo cutely dressed in anime cosplay outfit arguing through the car window with a portly japanese gent. He had his window up and door locked and she was hitting on the window. From the body language I think she has been on a paid 'date' with him and he was not paying or short paying her. She seemed pretty upset but also didn't want assistance, I was available.

So where are these girls advertising and why aren't we getting some of that action?

If what you're describing was the end of their interaction, then I wouldn't get your hopes up. If it's anything like what they offer in Japan with anime girls/maids, then it is most likely just a date (you pay them and they give you their company and there are rarely acts of sexual service). People spend hours preparing for cosplays - if they just had sex, they wouldn't be spending the time doing their hair and makeup and getting back into their costume.

Unless you can speak basic conversational Japanese, your options are also limited in Japan. There are offerings for gaijin (i.e. Foreigners) but you'll be paying a premium and won't have access to everything. Even some of the basic places like BJ bars may be locked out for being a gaijin. You'll still have access to soaplands (what they call brothels there because prostitution is illegal).

Having said that, their offerings are amazing but costly.
