It's not some big secret - just requires everyone to think a little more and maybe past their own experiences (okay, maybe that is a bit of a big ask here).
But the real answer to why some WLs will or won't only see particular people is: NO ONE FUCKING REALLY KNOWS EXCEPT THE INDIVIDUAL GIRL THEMSELVES.
As an example, here's what I've been able to glean from my time reading people's responses on this forum:
Generally speaking, no Indian tag is common because Indian customers (and those who look Indian) have a reputation for being troublesome (with WLs and their agents/reception services).
Whether it's actually true or not doesn't matter at this point (so don't pile on with your racism - thinly veiled or not).
The point is, the ones who do have 'No Indian' might have had bad experiences with Indian (or Indian-looking) customers and have a blanket ban on seeing them.
You can also see this with some girls who start off at a shop without it, but then a day or two later do have it.
But, there are also WLs (many long term/experienced) who don't have the tag and probably do have them as customers, and have had no issues with them.
Then there are punters here who have said they've asked a WL directly, and the girl's answer was either that they had bad experiences with them or that they heard horror stories from other WLs.
So there are some WLs who won't see Indian clients without ever actually having ever had one.
And if I were to make up a reason from nothing - based on the supposed reputation of Indian customers being more rough than others, maybe some reception/managers put the restriction on automatically for some girls who are smaller, or new to the industry, or whatever reason, or steer those clients away from those girls when making recommendations and bookings. (Maybe Abs90 or some other people who've managed girls can confirm my suspicion of that being a possible protocol in shops).
Same goes with the 'Asian only' tag.
Could be because we Asians have, on average, smaller dicks (like mine).
Could be because some of the girls have had terrible experiences with white people or heard white people have a reputation of being rough or horrible (not saying it's true or not - just saying it's a possible thing they heard or experienced).
Could be because they think Asians tip better.
Could be because their astrologer told them they have to stick with Asians because Asians are obviously more spiritual and have a closer connection to karmic balance.
Point is: it's not a good question, because while there are some general themes and commonalities, in the end, it can only be answered by each individual and only for themselves, not for everyone.
If you're not allowed to see a WL, just move on and don't take it personally, because it's not about you, and no one other than the WL themselves know why the restriction is in place.
(Unless the restriction is just you being banned. Then you can probably go fuck yourself. Probably.)
