I would say NO. Before you can message someone the first time, you have to send them a friend request first. Once they accept the friend request, then you can message.
No disrespect, but you sure your WeChat is active and operational? Once you sign up, there can be some additional requirements (I've heard that for awhile now you have to get some existing WeChat members to vouch for you) before your account is active. Or might this be an OzLand age verification method?
