The reference to the tele is because they are the kind of "news provider" that likes to push the simple idea that harsher punishment will result in less crime and doesn't consider that it could actually result in harder criminals.

How can you be found guilty of assault in company and not be involved?

A soft cock justice system and lack of meaningful consequences for these predators isn't reducing crime or the breeding of hardened criminals, so maybe the "simple idea" of harsher (or any) punishment is appropriate. It could actually result in justice for the victims.
