Yes it does, but indirectly. It makes your erection kind of "separated" from your level of arousal, which means you can easily "zone out" mid-sex to avoid cumming too early and still maintain full erection.
If you didn't have this effect, you would constantly have to toe the edge between max arousal / cumming to maintain full erection. It's easy to overcook it and go over the edge when you're doing that.
The other effect I noticed but haven't confirmed scientifically is that it appears to cause more blood flow to go to your prostate as well as your dick. As a result, I always feel like I have a stronger muscle to "put a cork on the cum" when I'm on Viagra.
