No, you're way off. 35% is obese. She would be in the 20 range, when she's not on a cut, and would drop down in to the teens. Maintaining a permanent cut is not feasible for the majority of the population, and if she's into powerlifting then it's detrimental to her training, and the long term effects on health not worth it. Just because a girl is slim doesn't mean she is fit. There are "skinny" girls carrying the same level of fat as her.
Look at the pic on her site of her standing in front of the camera looking down, she has CLEAR definition in her quads, hip flexors, abs, as well as a hint of bicep vein.
Girls I've seen advertised as "gym girls" don't have anywhere near that level of musculature.
To put it another way, I used to train a girl very similar in physique, guys would call her chubby etc, but when we did bf% testing her numbers were lower than most of the "thin" girls, didn't matter if we did BIA, skinfolds, her numbers were great, she was just a solid girl.
Remember, low calorie intake will result in loss of muscle, strength, will mean you have inadequate macro intakes, and lead to poorer performance in the gym.
