My old manager has said the exact same thing. The whole local team were all made redundant and they've re-hired all indians offshore. Now every single worker under him are indian and he can't wait to be made redundant himself. He keeps telling us we're the lucky ones.
It happens all the fucken time bro, and in every corporate setting imaginable. I've been known to give and show the arse to several sub-continent and toxic employees and without going into too much detail, if you work for large multi-nationals you gotta follow a process which is generally set in stone and entails skip level mgmt interviews, 180/360 feedback, written warnings, PIPs (aka performance improvement plans), HR reviews, interviews, continuous monitoring and assessnent of the individual, and taking necessary action when 3 written warnings have been issued to the recalcitrant and/or renegade. If the cunt is involved in workplace sexual harassment or is caught downloading porn using company equipment during business hours it's fucken instant dismissal (just like in cricket)
For SME the process is much easier, ie you manage the cunt out of the organisation by any means necessary eg by giving them shitty and mind-numbing jobs, overloading them with tedious or boring work, giving them 0% or bare minimum pay increases etc; eventually the cunts will get the message they'll tire out and leave the organisation on their own accord. This is a win-win for all concerned meaning no unfair dismissals, no litigations, no severance payouts, no farewell drinks, no toxic workplace environments.
In public or government settings you're dealing with a spineless and clueless woke culture, so the deed to kick these useless and unproductive parasites to the curb is much harder to pull off, not impossible but hard nonetheless.

One of the benefits of at-will employment. They're good for one project. Word is passed around that they're worthless, and, surprise, it's a layoff notice because no work is available for them, they're just not picked up for the next project, just don't have the job skills.
You'll find a lot of government roles are now contract roles. Each agency has a set limit of how many full time permanent roles there are. Anything else is contract work. Mind you government contract pay is ridiculously good but short term.
