A large percentage of punters are likely lonely guys.
She probably tests the waters with the stuff she says to elicit some sort of sympathy, from little to large things like 'oh, I haven't eaten today' to 'oh, I can't afford my rent' etc. If a guy shows any sort of sympathy or offers to help, then she goes from there. Also, the ones who have it as their main goal (to get as much money out of the guy) probably do it like the other scammers do - try it with everyone they meet. 1% success rate is still money in their pocket in the end.

Also, there are also white knight/saviour type of guys who fall in love with the girls and offer to help first.

It's a whole spectrum of people scamming and getting scammed.
